If you record a hobby show about football, food, or fatherhood and never mention a sponsor, you can hit record today. The moment your episodes promote a brand, a product, a service, or even your own business, the UAE treats you as an advertiser, and since 1 February 2026, that requires a permit.
This guide explains the rules as they stand in 2026, who they apply to, what the permits cost, and how to get set up before your first episode goes live. It is written for creators recording in Dubai, but the rules are federal and apply across all seven emirates.

The two questions that decide whether you need a licence
Before you worry about forms, answer these two questions honestly:

Does your podcast promote anything?
Sponsor reads, affiliate links, product reviews, “use my discount code”, interviews where a guest pitches their company, or episodes that funnel listeners to your own coaching, clinic, agency, or property portfolio. All of that counts as promotional content. It does not matter whether you were paid.

Is the podcast a business or a hobby?
If you invoice sponsors, sell products, or plan to make money from the show, you are running a commercial activity. In the UAE, commercial activity needs a trade licence.
Answer “no” to both, and you are a hobbyist. No permit, no licence. Answer “yes” to either and keep reading.
What changed in 2026
Two things happened at the start of 2026 that every UAE podcaster should know about.
The regulator changed. The UAE Media Council, which most articles online still refer to, no longer exists. Federal Decree-Law No. 11 of 2025 created the National Media Authority (NMA), which took over the Media Council’s functions from January 2026. If you see guidance that mentions the “UAE Media Council”, it is describing the same rules under the old name.
The Advertiser Permit became mandatory. The permit (often called the content creator licence or influencer licence) was announced in 2025 with a grace period. That grace period ended on 31 January 2026. From 1 February 2026, anyone publishing advertising content from inside the UAE, on any platform, needs a valid Advertiser Permit. Podcasts hosted on Spotify, Apple Podcasts, and YouTube are covered just as Instagram and TikTok are.
The permit is triggered by what you publish, not by follower count. A brand-new show with 40 downloads and one sponsor needs it. A show with 50,000 downloads and no promotion does not.
The three layers of podcast compliance in the UAE
Think of it as a stack. Most podcasters need one or two layers; a podcast production company needs all three.
Layer 1: The Advertiser Permit (individuals)
This is the permit that made headlines. Key facts:
- Who: any individual, citizen, resident, or visitor who publishes promotional content from within the UAE.
- Cost: free for the first three years for UAE citizens and residents. From the fourth year, renewal is around AED 1,000 per year. Visitors pay roughly AED 500 for a three-month permit.
- Where: Apply online through the National Media Authority’s e-services.
- Obligations: display your permit number on your channels, register the accounts you advertise on, and follow the UAE’s advertising content standards (no misleading claims, clear disclosure of paid promotions, nothing that breaches public order or the media law).
For a solo podcaster with the occasional sponsor, this is usually the only layer you need, as long as you also hold a valid residency and are not running the show as a registered company.
Layer 2: A trade licence (businesses and full-time creators)
If your podcast is a business, whether you sell ad slots, run a paid community, or produce shows for clients, you need a commercial licence that includes media, content creation, or audio-visual production as an approved activity.
The common routes:
- Freelance permit from a media free zone. Suited to one-person shows. Fees vary by free zone but typically fall in the AED 5,000–10,000 range for the first year.
- Free zone company licence from a media-focused zone such as Sharjah Media City (SHAMS), twofour54, Dubai Media City, Ajman Media City or Fujairah Creative City. Entry packages in 2026 start from roughly AED 5,000–7,500, rising with visas and office space.
- Mainland licence from the Department of Economy and Tourism in Dubai, useful if you want to work directly with government clients or open a physical studio.
The trade licence and the Advertiser Permit are separate. Holding a media licence does not exempt you from the permit if you publish promotional content, and the permit does not let you invoice clients without a licence.
Layer 3: Media activity licensing (studios and production houses)
Under Federal Decree-Law No. 55 of 2023 on Media Regulation, practising a media activity commercially requires a licence from the NMA or the relevant free zone authority. This layer applies to companies producing and distributing media as their core business, including podcast networks and studios. If you are launching a podcast production company rather than a podcast, budget for this from day one and speak to your free zone about which activities to include.
Real-world scenarios
A Dubai real estate agent starts a weekly property podcast. Every episode discusses listings and ends with “call me to view”. That is promotional content for a commercial service. The agent needs an Advertiser Permit. Their brokerage’s trade licence covers the commercial side.
A fitness coach records a show about training and nutrition. The coach sells online programmes and mentions them on air. Advertiser Permit is required. If the coaching is a registered business, the trade licence is already in place; if it is not, the coach needs a freelance permit or licence as well.
Two friends record a comedy podcast for fun. No sponsors, no products, no business. No permit needed. If they land a sponsor next year, they apply then.
An agency produces branded podcasts for corporate clients. The agency needs a trade licence with media production activities. The hosts who appear in the episodes may each need an Advertiser Permit if they are personally promoting the client’s brand.
How to apply for the Advertiser Permit
- Create an account on the NMA e-services portal with your UAE Pass.
- Choose the Advertiser Permit service and enter your personal details and Emirates ID.
- List every channel you will publish promotional content on: podcast RSS feed/host, YouTube, Instagram, TikTok, LinkedIn, and so on.
- Submit. Applications are generally reviewed within a few working days.
- Once approved, add the permit number to your podcast description and social bios.
Keep a copy of the permit and set a renewal reminder. Renewing late can attract fees, and publishing promotional content on an expired permit is treated the same as having none.
What happens if you skip it
Publishing advertising content without a permit is a breach of the media regulations. The NMA has the power to issue fines, order content removed, and refer repeat offenders for further action. Beyond the legal risk, most reputable UAE brands now ask for a permit number before signing a sponsorship agreement. No permit means no sponsors.
Content rules still apply.
The permit deals with who may publish promotional content. The media law deals with what you may say. Regardless of licensing, UAE podcasts must respect the country’s content standards: no defamation, no religious or political incitement, no misleading advertising, and clear labelling of paid promotions.
